Victoria Sugar Emerges as Model of How Industry Can Link Farmers, Jobs and Energy

Victoria Sugar Ltd is emerging as an example of how investment in agro-processing can connect farming to manufacturing, employment, energy generation and government revenue, following its recognition at the 2026 Pan-African Pyramid Awards.

The company was honoured with the 2026 African Development Entrepreneur (Industrialist) Award at a ceremony held at Speke Resort Munyonyo, with the Pan-African Pyramid (PAP) citing its contribution to industrialisation, job creation, value addition, taxation and economic development.

At the centre of Victoria Sugar’s model is the integration of agriculture with industrial processing.

The company operates a 17,000-acre sugarcane estate in Luweero and works with thousands of out-grower farmers who supply cane to its factory, creating a business chain that connects smallholder and commercial agriculture to large-scale manufacturing.

According to PAP, the factory has the capacity to crush about 3,000 tonnes of sugarcane per day and produces approximately 36,000 tonnes of sugar annually.

The model means that the economic activity generated by the company extends beyond the factory gates, supporting farmers, transporters, workers and other businesses involved in the sugar value chain.

PAP also highlighted Victoria Sugar’s investment in energy generation as another aspect of its industrial model.

The company uses bagasse—the fibrous residue left after sugarcane is processed—to generate electricity, producing approximately 15 megawatts, with about 10MW supplied to the national grid, according to the award citation.

The use of bagasse demonstrates how an industrial by-product can be turned into an economic resource while reducing waste and supporting Uganda’s energy supply.

PAP said the company is also exploring further opportunities to utilise waste through biogas, pointing to a broader approach to sustainable industrial production.

The award citation further noted that the Victoria Group of Companies, established in 2018, has invested more than US$200 million in Uganda and contributed more than Shs225 billion in taxes between 2018 and 2024, according to figures cited by PAP.

Beyond Victoria Sugar, the group has investments in a range of manufacturing and industrial businesses, including steel, plastics, tiles, batteries, cables, aluminium, tyres and quarrying.

The diversification has created a wider industrial ecosystem, with the group reportedly employing more than 10,000 people directly and about 5,000 indirectly.

PAP said such investments demonstrate how private enterprises can contribute to economic transformation by creating jobs, supporting local production, expanding the tax base and reducing dependence on imported finished goods.

The recognition also comes against the backdrop of President Yoweri Museveni’s longstanding advocacy for value addition, with the government encouraging investors to process Uganda’s raw materials locally before exporting finished products.

Victoria Sugar’s operations fit into this model by turning locally produced sugarcane into finished sugar while generating additional economic value from the processing process.

For PAP, the company’s story demonstrates that Pan-African economic empowerment can move beyond rhetoric when African businesses invest in production, employ local communities, support farmers and build industrial capacity.

The award therefore places Victoria Sugar’s achievement within a wider conversation about Uganda’s industrial future.

As the country seeks to expand manufacturing and create more productive jobs for its growing population, the Victoria Sugar model highlights the potential of agro-processing to serve as a bridge between agriculture, manufacturing, energy and household incomes.
