President Yoweri Museveni has made fresh changes to his latest cabinet appointments, reassigning Justine Kasule Lumumba and Dr. Jane Ruth Aceng in a move that has already sparked political discussion.
Under the new changes, Lumumba has now been appointed Minister for ICT and National Guidance, while Health Minister Dr. Jane Ruth Aceng has been named the new Government Chief Whip.
The latest reshuffle comes just hours after Lumumba’s earlier appointment as Government Chief Whip attracted criticism and legal questions from sections of the opposition and parliamentary observers because she is currently not a sitting Member of Parliament.
Former Kira Municipality MP Ibrahim Ssemujju Nganda had earlier challenged the appointment, arguing that the position of Government Chief Whip should legally be occupied by a serving MP from the ruling party.
The reassignment of Dr. Aceng, who is a Member of Parliament, is now being viewed by some political analysts as a move aimed at easing the growing controversy surrounding the office.
Lumumba, a former NRM Secretary General and former Government Chief Whip, now returns to cabinet in charge of the ICT and National Guidance docket.
Meanwhile, Dr. Jane Ruth Aceng takes over one of the government’s key parliamentary coordination roles, where she will be responsible for mobilising ruling party MPs and coordinating government business in Parliament.
The cabinet adjustments have since triggered fresh debate within political circles, with observers closely watching how the new appointments will shape both cabinet operations and parliamentary affairs.
